In a significant move reinforcing the reliability obligations of power distribution utilities, the Tamil Nadu Electricity Regulatory Commission (TNERC) has directed compensation to a wind power generator for losses incurred due to frequent feeder outages.
The ruling comes after the wind energy firm raised concerns over repeated interruptions in the evacuation infrastructure, which led to substantial generation losses. The petitioner argued that despite having available wind resources and operational turbines, the inability to evacuate power due to feeder disruptions directly impacted their revenue.
After reviewing the case, TNERC observed that the distribution licensee bears responsibility for maintaining a stable and reliable network for power evacuation. The Commission emphasized that avoidable outages—especially those not caused by grid emergencies or force majeure conditions—cannot be passed on to generators.
In its order, TNERC directed the concerned utility to compensate the wind power firm for the energy loss attributable to such feeder outages. The Commission also highlighted the importance of proper maintenance, timely fault rectification, and infrastructure upgrades to prevent recurrence of such issues.
This decision sets a noteworthy precedent for the renewable energy sector in Tamil Nadu, where wind power forms a significant share of the energy mix. It reinforces the principle that generators should not be penalized for inefficiencies in the transmission and distribution network.
Summary:
The ruling is expected to encourage greater operational discipline among utilities while safeguarding the financial interests of renewable energy developers.
