 Renewable Energy Tender Update – TNGECL Announces Solar + BESS Tenders

On November 16, 2025, the Tamil Nadu Green Energy Corporation Limited (TNGECL) announced two significant renewable energy tenders aimed at advancing Tamil Nadu’s clean power infrastructure. The tenders call for the development of 15 MW Solar PV projects, each equipped with a 15 MW/45 MWh Battery Energy Storage System (BESS) in Karur and Thiruvarur districts. These integrated solar-plus-storage plants are expected to enhance grid reliability and support the state's rapidly growing renewable energy portfolio.

The announcement follows approval from the Tamil Nadu Electricity Regulatory Commission (TNERC), which endorsed TNGECL’s plan to launch these hybrid energy projects. By incorporating battery storage, the projects are positioned to deliver more stable and predictable energy output, reduce curtailment, and improve management of peak demand. This approach supports Tamil Nadu’s long-term strategy to modernize its grid and expand clean-energy capacity.

Developers are invited to participate under a Build-Own-Operate (BOO) framework. Under this model, the selected developers will design, build, finance, operate, and maintain the projects, while TNGECL will procure the generated electricity under a 25-year Power Purchase Agreement (PPA). This structure ensures steady investment returns for developers and stable renewable energy supply for the state.

The tenders will be awarded through a Tariff-Based Competitive Bidding (TBCB) process, followed by an e-reverse auction, ensuring a transparent and competitive selection. This process encourages participation from established renewable energy companies with proven experience in both solar and storage technologies.
