 ALMM Solar Cell List-II (June 2026)

Subject: Implementation of ALMM List-II for Solar PV Cells.

1.    Overview

The Ministry of New & Renewable Energy (MNRE) has issued an official amendment regarding the implementation of ALMM List-II for solar PV cells, effective from 1st June 2026. This marks a significant step to strengthen the quality and traceability of solar PV cells used in government-supported and regulated solar projects.

2.  Highlights of the Amendment

Mandatory Use of ALMM List-II (Solar PV Cells):

  • From 1st June 2026, all eligible projects must use:
  • Solar PV Modules from ALMM List-I
  • Solar PV Cells from ALMM List-II

3.  Cut-Off Date:

 

The amendment defines the cut-off date as exactly one month from the date of publication of List-II.

Example:

·        If List-II is published on 1st August 2025, then:

·        Cut-off date = 1st September 2025

·        Bids submitted after this date must comply with List-I and List-II.

·        Exemption for Older Projects:

  • Projects with bids submitted before the cut-off date must use ALMM List-I modules but are exempted from using ALMM List-II cells— even if they get commissioned after 1st June 2026.
4.     Clarifications

1.     Net Metering & Open Access Projects

·        Commissioned before 1st June 2026 → exempt from List-II

·        Commissioned after 1st June 2026 → must use both List-I and List-II components

2.     Thin-Film Technology Modules

·        Modules manufactured in integrated ALMM-listed plants are considered compliant with List-II requirements.

3.     Separate ALMM List-I(a)

·        From 31st May 2022, a sub-list (ALMM List-I(a)) is maintained for modules using non-ALMM-listed cells.

·        Applicable only for projects not covered under mandatory ALMM use.
